New Buddy List

I am not sure what this is but if it is supposed to tell you how many buddies you have (found by clicking the "?") then its not working right. You see, I have 94 buddies but the new counter, which is on the buddy list's left bottom, says I have 100. Anyone know what this is? Is it just telling you how many buddies you can have?
